The two nations have agreed to launch joint drone production facilities, a move set to accelerate manufacturing cycles and deepen technological integration.

The agreement, signed by Minister of Defense Denys Shmyhal and Dutch Minister of Defense Ruben Brekelmans, establishes a framework for manufacturing advanced unmanned systems on the territory of both states.

How It Works: The “Buy and Build” Mechanism
The partnership introduces a transparent and efficient commercial workflow. According to the agreement, the Netherlands will act as the purchasing entity for the drones produced under this initiative. Once manufactured, these units will be directly transferred to the Ukrainian Defense Forces.

They have announced the allocation of €250 million for the PURL initiative, a program dedicated to supporting long-term defense projects.
