The Pitch

“We represent quite a strange and unusual IT company for our sector. We work solely with governments”, says Anastas Boiko, COO of Strimco. In a world where citizens can order groceries, buy plane tickets, or stream music in seconds, Strimco believes public entities cannot continue operating like they did decades ago. Modern citizens expect government digital standards to match the seamless user experience of the private sector. Strimco partners with public institutions to completely re-engineer their operational mindset, transforming bureaucracy from a control-driven entity that creates roadblocks into a modern, crisis-resilient service provider for taxpayers and businesses.

The Spark: Keeping the State Alive in April 2022

The foundations of Strimco were forged in Ukraine’s intensive anti-corruption and digital initiatives, which recently propelled the country to 5th place in the UN E-Government Development Index for online services. Historically, the team came together through various domains of public sector re-engineering, realizing that collective action could achieve national-scale impact.

Their defining “aha!” moment arrived in April 2022 – just over a month into the full-scale invasion. As international donor programs temporarily froze to assess the volatile wartime landscape, the founding team saw a critical vulnerability: regardless of external funding shifts, the Ukrainian government needed immediate, uninterrupted technical support to maintain vital functions during a war. Strimco was formally launched to step into that gap as an independent, mission-driven entity.

The Reality: Pitching Impact Over Tech Salaries

Building a highly specialized GovTech firm under current conditions introduces severe operational paradoxes. Strimco operates in a fiercely aggressive talent market, competing for top-tier developers against massive global outsourcing corporations that serve automotive giants or space agencies.

To win the talent war, Strimco pitches profound societal impact over standard corporate perks. Developers are shown that their code directly reinforces national defense, healthcare infrastructure, and public resilience. It is a strategy that works; once engineers see the concrete value their work brings to their own families and neighbors, they stay.

Furthermore, Strimco faces intense structural pressures. Unlike traditional software startups, government-facing re-engineering requires substantial, high-stakes offline presence for legislative workshops. Despite heavy aerial bombardments, power outages, and grid failures, the team remains physically present on the ground, successfully bridging the gap between physical necessity and digital innovation.

Strimco evaluates every contract not by its monetary volume, but by its alignment with core values and civilian benefit. Their architecture underpins some of the most critical deployments in modern Ukraine:

  • Veteran Reintegration: The team engineered the Veteran Pro platform, a digestible digital ecosystem designed to help war veterans seamlessly access the services, benefits, and support they earned, facilitating a smoother transition back into civilian life.
