In an era where the ‘dynamic’ nature of US foreign policy prompts developed nations worldwide to secure their digital futures, the quest for technological sovereignty is intensifying. Many are building their own foundational AI models for independence. Joining this global push, Ukraine has announced a major leap forward: the development of its first national-scale, Ukrainian-language Large Language Model (LLM). The news broke at the Forbes AI Day 2025, unveiled by Ukraine’s Minister of Digital Transformation, Mykhailo Fedorov.

Minister Fedorov framed the initiative primarily as a matter of “national security,” warning that “it is impossible to control the narratives of foreign LLMs; they can be shaped by Russian propaganda and contradict the Ukrainian context.” He also stressed the strategic importance of data sovereignty, explaining that a domestic LLM “will enable data processing within the country” for critical sectors like defense, government, medicine, and finance – a capability deemed essential.
Fedorov envisions the national LLM acting as a catalyst, set to “kickstart the mass production of Ukrainian AI tools.” The goal, he explained, is to empower “business and the state [to] launch localized artificial intelligence tools cheaper, more conveniently, and faster,” leveraging the potential seen in global AI applications to boost the local tech ecosystem.
The WINWIN AI Center of Excellence is spearheading the project, targeting a launch “in November-December 2025.” The model itself promises deep local understanding, being “trained on Ukrainian data, understand[ing] the national context, dialects, and terms.” Minister Fedorov made a crucial point regarding its foundation: “the Ukrainian LLM will be created with the support of partners from the business sector, not with state funds,” highlighting a commitment to public-private partnership. Integration into platforms like Diia, Mriia, and army systems is also part of the strategic roadmap announced.
Underscoring the competitive landscape, Fedorov urged swift action: “More and more countries are actively and strategically developing AI domestically… Therefore, Ukraine must act quickly not only to catch up with world leaders but also to become an independent player in this technological race.” This sense of urgency permeated the announcement.
Looking ahead, Minister Fedorov projected that the LLM will “create countless opportunities for business,” citing potential applications from “automated chatbots for websites” and “voice assistants for companies” to “AI consultants for online stores.” This strategic push, central to his message at Forbes AI Day, aims to significantly boost domestic innovation and ultimately “strengthen the brand of Ukraine as a high-tech state” on the global stage.
