Scaling the Scalers: EBRD and Switzerland Launch “Empowering Accelerators” Initiative in Ukraine

The Ukrainian tech ecosystem is moving beyond its foundational stage, shifting focus toward institutional maturity and the professionalization of its support structures. In a strategic move to bolster this evolution, the European Bank for Reconstruction and Development (EBRD), supported by Switzerland and in partnership with Civitta, has announced the launch of the Empowering Accelerators in Ukraine programme.

The initiative is a specialized open call designed to help Ukrainian organisations “develop, refine, and scale their acceleration programmes for startups”. By targeting the architects of innovation—private companies and NGOs already operating in the space—the programme aims to fortify the very backbone of the country’s venture infrastructure.

A Curriculum for Growth

Participants selected for the programme will undergo an intensive transformation process from March to June 2026. The curriculum is designed to provide “practical insights” and “best practices of leading regional and global accelerators”, ensuring that Ukrainian facilitators are equipped with world-class methodologies.

The programme structure includes:

  • Expert-Led Workshops: Five online sessions and follow-up consultations featuring international and local industry leaders.

  • Immersive Bootcamp: A two-day offline intensive designed for deep-dive strategic work.

  • Tailored Mentorship: Up to three hours of individual mentoring to “develop or refine your accelerator concept”.

  • Strategic Networking: Facilitated introductions to investors, corporate partners, and key ecosystem stakeholders to foster “practical collaborations and long-term partnerships”.

Strengthening the Infrastructure

The ultimate goal of the initiative is tangible output. By the end of the cohort, participating organisations will emerge with either a “newly developed accelerator programme concept” or a “significantly improved version” of their existing model.

This systemic approach ensures that the support provided to Ukrainian startups is not only consistent but competitive on a global scale. As the Ukrainian tech sector continues to demonstrate resilience, the refinement of its acceleration programmes is a critical step in maintaining its upward trajectory.

How to Join

The Empowering Accelerators in Ukraine programme is implemented by Civitta and supported by the EBRD under the Star Venture Programme. Funding is provided by Switzerland through the EBRD Small Business Impact Fund (supported by Ireland, Italy, Japan, South Korea, Luxembourg, Norway, Sweden, Switzerland, the TaiwanBusiness – EBRD Technical Cooperation Fund, the United Kingdom, and the United States of America).

Applications are open to Ukrainian private companies and NGOs that run acceleration programmes for innovative startups. Participation is free of charge.
