While debates may continue in Washington and other capitals about the origins of this bloody, unprovoked invasion, Ukraine isn’t dwelling on the past or its initial lack of resources, like a sufficient missile arsenal at the war’s onset. Instead, it’s building the future – literally. According to Minister for Strategic Industries Herman Smetanin, Ukraine’s defense-industrial complex (DIC) was the engine behind a remarkable one-third of the country’s 3.9% GDP growth in 2024, contributing 1.27% directly.
This isn’t just about economic statistics; it’s about battlefield reality. Ukraine’s capacity to produce arms and military equipment domestically exploded from approximately $3 billion in capability in 2022 to $20 billion by the end of 2023. Actual production hit $9 billion in 2024, with ambitious plans to reach $35 billion. This represents a sevenfold increase in arms and military tech output compared to 2023.
The Engine Room: Private Sector Dynamism & Scale
Powering this surge is a vibrant ecosystem of 718 manufacturers, a landscape dominated by private enterprise. A full 87% of these entities are private companies, which notably produced 52% of all Ukrainian arms and military tech last year, showcasing agility and capacity potentially exceeding the state-owned sector. This industrial mobilization employs over 300,000 Ukrainians across design, production, modernization, and repair.
Key Production Milestones & Innovations:
The output numbers paint a picture of exponential growth in crucial areas changing the war’s dynamics:
- FPV Drones: 2.2 million units produced in 2024, with the potential to scale up to 10 million this year.
- Deep Strike Capabilities: Production surged by a factor of 22 last year.

- Electronic Warfare (EW): A critical capability, EW systems production multiplied an astonishing 340 times.
