The structural gap between academic research and commercial market viability remains a critical bottleneck for innovation worldwide. While university labs are rich in intellectual property and breakthrough scientific concepts, transferring these ideas into scalable, market-ready products often fails due to a lack of entrepreneurial infrastructure and localized investment pipelines.

In Ukraine, a nation rapidly architecting a resilient, dual-use technology ecosystem, this institutional division is being systematically bridged.
The Ministry of Education and Science (MES) of Ukraine, alongside the Innovation Development Fund (Ukrainian Startup Fund – USF) and ecosystem partners, has officially launched the first Catalog of the National Network of Startup Schools, Incubators, and Accelerators. Presented by Yana Hulak, Project Manager at USF, during the recent 2U Tech Forum (organized by UNIT.City and Diia.City Union), the catalog serves as the benchmark directory for 23 integrated startup hubs across the country’s higher education institutions (HEIs) and research facilities.

Performance Metrics: The Two-Year Pilot Results
Funded through the external assistance instrument of the European Union to fulfill Ukraine’s commitments in the EU Framework Programme for Research and Innovation “Horizon 2020”, the two-year experimental initiative has established a standardized operational blueprint for academic entrepreneurship.
The primary ecosystem outcomes include:
23 startup schools integrated into a single national network across diverse Ukrainian regions.
150+ student and scientific teams received direct incubation and acceleration support.
40+ physical and digital prototypes successfully developed.
60+ ecosystem events conducted to foster practical entrepreneurial skills.
57 startups actively created with the direct participation of higher education students and researchers.
16.0+ million UAH in external funding successfully attracted.
40+ strategic partnerships established across the network.
To sustain this momentum, 6 startup schools within the network successfully passed a competitive selection process, securing dedicated state funding to scale their programs and strengthen local innovation infrastructure.
Global Validation: The Viva Technology Pipeline
A primary objective of building this infrastructure is ensuring that Ukrainian academic innovations are globally competitive from inception. In a significant validation of the project’s commercial viability, three startup representatives nurtured directly within this newly formed network will represent Ukraine on the global stage at Viva Technology in Paris – one of Europe’s largest and most influential technology conferences.
By linking regional university incubators directly to major international tech forums, the program provides early-stage teams with immediate exposure to Western venture capital, corporate partners, and international scaling pathways.

The newly launched catalog serves as a comprehensive mapping tool for international investors and corporate partners, detailing the specific technical expertise, laboratory equipment, innovation spaces, and collaboration opportunities across 23 selected institutions:

The catalog was developed jointly by the MES of Ukraine, the Innovation Development Fund (USF), the YEP Accelerator team, and MASONS.

Already, 57 startups have been created with the participation of students and scientists, over 16.0 million UAH in funding has been attracted, and about 40 partnerships have been formed.

Today, the network includes 23 startup schools, of which 6 schools operating on the basis of HEIs and research institutions received two-year state financial support.
