98% of residents are satisfied with the Diia.City regime – results of a joint research by the Ministry of Digital Transformation and Diia.City United. Research on residents’ satisfaction with the special tax regime was presented at the conference dedicated to the second anniversary of Diia.City.

On Thursday, February 8, Kyiv hosted a conference dedicated to the second anniversary of the launch of the legal and tax space Diia.City – Diia.City Anniversary 2.0. At the conference, Mykhailo Fedorov, Vice Prime Minister of Ukraine for Innovation, Education, Science and Technology Development and Minister of Digital Transformation of Ukraine, announced key achievements:
More than 830 companies with more than 62,000 employees have joined the space. Among them are more than 100 defense-tech companies that work directly for Ukraine’s victory;
Diia.City residents paid UAH 8.5 billion in taxes in 2023. For comparison, in 2022, residents paid more than UAH 4 billion to the state budget.
At the conference, Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy, urged IT professionals to register with Diia.City and noted that it is the best option for tech businesses.
At the event, Oleksandr Kosovan, founder and CEO of MacPaw, President of Diia.City United, and Natalia Mykolska, CEO of Diia.City United, presented Diia.City United, a public association that brings together the largest Ukrainian tech companies to unlock the potential of Ukrainian tech businesses and create a space where tech businesses from Ukraine grow globally.

“To improve the business climate in Ukraine, we need to create favorable and transparent conditions for the industry’s growth, create jobs, attract investment, and develop technologies. This is necessary not only for entrepreneurs but also for the country’s economy as a whole. Therefore, the primary goal of Diia.City United is to establish a productive bilateral dialog in which the state and business take into account each other’s needs. The union already unites successful tech companies operating in Ukraine – Monobank, Ajax Systems, Genesis, Roosh, Netpeak Group, and MacPaw. And we strive to expand the community of conscious like-minded people. I believe that together we can achieve much more than we can do individually,” said Oleksandr Kosovan, Founder and CEO of MacPaw, President of Diia.City United.
“I am confident that the survey results will help us understand and work out the main requests and pains of residents, clearly define the main priorities of work and further harmonize cooperation between the state and the technology business,” said Natalia Denikeeva, Director of the IT Industry Development Directorate of the Ministry of Digital Transformation of Ukraine.
Natalia Mykolska, CEO of the Union, former Trade Representative and Deputy Minister of Economic Development and Trade of Ukraine, presented the results of a survey of owners and CEOs of companies that are current or potential residents of Diia.City. This is the first joint study by the Ministry of Digital Transformation of Ukraine and Diia.City United, conducted by Advanter Group in January 2024.
“Today we heard from Mr. Hetmantsev that he has become an adherent of Diia.City, and we are very happy about that. But to ensure that no one has any doubts about the effectiveness of the regime, we will work to ensure that there is data on the impact of Diia.City on the economy and investment attraction that no one could refute,” said Natalia Mykolska.
A total of 171 current and 54 potential Diia.City residents were interviewed. The purpose of the survey was to find out what advantages convinced or can convince businesses to join Diia.City, what taxation model residents have chosen, whether the use of special taxation conditions met the respondents’ expectations, and what are the main priorities of companies for the future within the framework of the residence.

Key facts from the report:
76% of residents are established businesses, and 24% are startups;
98% of residents are satisfied with Diia.City: 52% said they were completely satisfied, 46.2% were rather satisfied than dissatisfied;
93% of companies operating under special taxation conditions said that their expectations were met;
The main advantage of using special taxation conditions is the ability to reinvest profits in business development;
The main priorities of the space’s residents are to eliminate the shortcomings of tax legislation, resolve issues of transparent booking, and amend legislation to expand the Diia.City space.
