Drone Power: Ukraine’s Technological Edge in Modern Warfare

In the modern theater of war, drones have become an indispensable tool. Recognizing this, the Drone Coalition was formed in February 2024 during the 19th Ramstein-format meeting, initiated by Latvia and Ukraine. This coalition is dedicated to supplying Ukrainian Defense Forces with unmanned aerial vehicles (UAVs), thereby enhancing their technological advantage over adversaries.

Coalition Leadership and Membership:

Currently, Latvia, alongside the United Kingdom, spearheads this initiative. The coalition boasts 17 member states, including Australia, Czech Republic, Denmark, France, Estonia, Italy, New Zealand, Canada, Lithuania, Luxembourg, Netherlands, Norway, Poland, Germany, and Sweden, reflecting a united front in support of Ukraine.

Strategic Objectives:

The primary objective of the Drone Coalition is to provide Ukrainian forces with a substantial fleet of drones, crucial for modern warfare. These UAVs are vital in countering Russian aggression and inflicting targeted losses. By scaling their drone capabilities, Ukrainian forces can conduct operations that catch the enemy off-guard, emphasizing the adage that “no number of drones is ever too many” in contemporary combat.

Key Achievements and Operational Milestones:

  • Financial Mobilization:
    • The coalition has amassed €176 million in a Joint Fund, where member contributions facilitate the acquisition of advanced drone technologies. This fund also drives innovation through competitive tenders.
  • Procurement Successes:
    • Two international tenders have been successfully conducted. The first resulted in the selection of five FPV drone suppliers, set to deliver 30,000 units to Ukraine over the next six months.
    • The second tender focused on advanced FPV and interceptor drones, marking a significant step by including Ukrainian manufacturers. Nearly 20 Ukrainian companies were selected, showcasing the nation’s growing defense industry.
    • Third tender is ongoing, and will continue until 17th of march. Focus of this tender is tactical level multirotor ISR drones. This drones will provide better situational awareness.
  • Financial and Material Aid:
    • Partners have extended over €2 billion in assistance, comprising both UAVs and financial support for procurement from Ukrainian and international sources.
  • Enhanced Testing Infrastructure:
    • A military testing range in Latvia has been established, providing a crucial platform for evaluating drone capabilities and accelerating deployment.
  • Broader Coalition Efforts:
    • The drone coalition is one of eight capability coalitions formed within the Ukraine Defense Contact Group. These coalitions include Air Force, Integrated Air and Missile Defense, Maritime Capability, IT, Artillery, Armored Vehicles and Maneuverability, and Demining.
    • On January 9, 2025, defense leaders from 14 nations and Ukraine finalized roadmaps for all coalitions, ensuring coordinated and efficient support.

Technological Superiority:

Kateryna Chernohorenko, Deputy Minister of Defense of Ukraine for Digital Development, emphasizes that the coalition has significantly contributed to achieving an asymmetric advantage over Russian forces. The collaborative efforts of partner nations underscore their commitment to enhancing Ukrainian operational capabilities through advanced drone technology.

This strategic alignment and technological infusion are critical in Ukraine’s ongoing defense efforts, showcasing the pivotal role of international cooperation in modern warfare.
